On January 13, the Institute held its 2016 Annual Mid-level Cadre Meeting to hear work report and award high-achievers. The meeting was attended by the leadership members, all mid-level cadres and chaired by WANG Jianhua (Party Secretary).
74 mid-level cadres in turn reported their work impromptu, first time in history since founding of the Institute, witnessing exchanges and mutual understanding, upgrade of the abilities of the cadres and betterment of the management team. The meeting then saw each Institute leader and mid-level cadre filling out the "Form for Democratic Appraisal of Mid-level Cadres", "Form of Assessment of Work Efficiency of Departments & Offices" and " Form for Recommending Outstanding Cadres". Vice President YE Hongzhang announced the R&D achievements of 2016 and R&D projects reward scheme, reviewed the operation & production of the Institute of 201 6 as well as reported the output value rankings, followed by Vice President Song Zehua who announced the list of departments that did well in training sessions. The Institute leadership members presented bonus to individuals and departments of road & bridge, law affairs and planning. LIU Yumin (Vice President of the Institute) , a high-achiever in business expansion outside Tangshan and business operation, and WANG Haijing (Deputy Director), who independently developed software of operation-management, were awarded special prizes.
President WANG Chunyan delivered a speech on behalf of the leadership of the Institute. First of all, she expressed affirmation to all the mid-level cadres and congratulations to the departments and individuals receiving awards, encouraging everyone to make persistent efforts for common progress. She pointed out that the annual meeting aimed not just for an overview but also for new dreams and hopes; the year 2016 was an extraordinary one for the Institute, when the whole institute moved into a completely new modern office building, fulfilled the annual business plan across the board, reset seven historic records, secured the seventh consecutive year of top-flight output of over 100 million yuan and raised the performance in scientific research, personnel training, quality management, financial control, organizational structure and corporate culture construction to a new high.
Regarding the new year's work plan, President WANG emphasized four points: 1) all should, in strict accordance with the guideline of "operating on platform, management on data, development on talent, motivate on goals and reform on Planning", conscientiously comprehend the "2016-2020 Strategic Development Planning of the Institute", reinforce the working mechanism for safety in production to clarify “what to do, how to do, who to do and when to complete”, and act in concert with united thoughts to push various undertakings to new highs; 2) the leadership should actively create a working atmosphere of enabling everyone to be "capable,willing and successful in doing work” to let individuals give full play to their talent and all should firmly establish the responsibility awareness that “One can win a position only when being capable of outstanding achievements”;3) all must firmly establish the innovative awareness of tackling hardships and difficulties, take the initiative to adapt to new changes, base work on our own posts and focus on the overall situation to achieve leapfrog development; and 4) all must firmly establish a pioneering awareness, continue to devote all to the Institute development with a spirit of working in earnest and do solid work to complete all the tasks.
A dream for greater goals never ceases to extend and goals have been decided for a new year. All departments & sections must carefully understand and convey the spirit of president WANG’s speech, unify the thinking of all cadres and staff into the overall deployment of the whole institute and work harder with all-out effort to ensure the smooth completion of various operation targets for the year.
