On January 30, the Institute convened at the 6F Meeting Room the 2nd Session of the 5th Staff Congress, attended by a total of 50 official delegates. ZHAO Yonghui (Vice Chairman of Tangshan Labor Union of Industry, Building Materials, Transportation, Agriculture, Forestry and Water Conservancy) and ZHANG Shanliang (Deputy Party Chief of Headquarters Committee of Tangshan Urban Planning Bureau) addressed the session, extending congratulations on the successful opening and highly appreciating the Institute’s achievements over the past year. WU Xiaokun (Chairman of the Institute’s Labor Union) presided over the session. LIU Yumin (Vice President of the Institute) delivered opening remarks.
At the session, delegates heard, deliberated and passed the Administrative Report by President WANG Chunyan, the 2016 Operational Plan by Vice President YE Hongzhang, the Report on 2015 Financial Final Account and 2016 Financial Budget by the Director of Financial Division, as well as the Proposal for Building a Stereo Garage and the Management Proposal for the New Canteen of Scientific Research and Design Building.
President WANG reviewed the Institute’s achievements over the past year from five perspectives: track record, market expansion, delicacy management, business culture and Party building. As she put it, delicacy management was adopted to remove the barriers facing market expansion and business development. Given the opportunities of a coordinated Beijing-Tianjin-Hebei Province and Tangshan International Horticultural Exposition 2016, the staff, under the Party leadership, observed “Three Stricts and Three Honests”, proceeded with various operational tasks and realized harmonious, steady development across the board. While fully recognizing the achievements, she pinpointed the existing problems, analyzed the new trend and articulated the general guidelines and key tasks for the coming year.
President WANG also called on the Institute to strengthen the mechanism for “what, who, how and when to do”, focus on four undertakings (market expansion, delicacy management of quality, deepening management, and culture building) and fulfill seven tasks (preparing the five-year strategic plan, embarking on general contracting, uplifting salaries by 10%, establishing the Staff Home, planning for the construction of a stereo garage, promoting the comprehensive, efficient operation of co-design and management information platforms and advancing restructuring in due course), thus striving for harmonious development and long-term prosperity.
Delegates put their heads together and offered many constructive opinions and suggestions on Institute development. Vice President YE, on behalf of the Presidium of Staff Congress, answered their concerns.
