In order to better implement the Interim Measures for Energy Efficiency Assessment and Examination for Fixed Asset Investment Projects (Order of National Development and Reform Commission, [2010] NO.6) and further improve the Institute’s work in preparing the energy efficiency assessment report for fixed asset investment projects, on the afternoon of December 2, 2015, the Engineering Consulting Department invited two leaders of Tangshan Energy Saving Monitoring Center (TESMC), director WANG Heng and deputy director LI Shuying, to come to the Institute for technology exchange. An energy efficiency assessment seminar for the technology exchange was held in the meeting room on the 2nd floor. In addition to the two guests, the attendees also included ZHANG Yanfeng (Director of the Department and Deputy Chief Consulting Engineer), LI Zhizheng (Deputy Chief Architect), WU Deshan (Deputy Chief Equipment Engineer) and LIU Defeng (Deputy Chief Electrical Engineer) as well as staff of the Department.

At the seminar, Director WANG Heng, based on the key points of preparing the energy efficiency assessment report for fixed asset investment projects, shared his experience and opinions, while introducing the compilation requirements and examination emphases for the energy efficiency assessment report, plus industry dynamics and existing problems and relevant solutions in the Tangshan energy efficiency assessment work. Also, he provided many constructive advice and suggestions from the perspective of energy conservation. Deputy Director LI Shuying explained the issues which need be paid attention to during the preparation process of the energy efficiency assessment report for technological transformation projects. The Two leaders fully affirmed the work of the Institute in terms of energy efficiency assessment, and meanwhile, they hoped that the Institute, as an industry leader, can become a model of energy efficiency assessment work in the areas it is engaged in.

The professional engineers of the Institute exchanged with Director WANG and Deputy Director LI their views and experience on the energy-saving technology essentials, and also, based on the policy documents and examination basis about energy efficiency assessment, thoroughly analyzed the standardization of the energy efficiency assessment report compilation as well as the pressing problems to be tackled in current energy efficiency assessment work.

Through the exchange & learning activity, the staff of the Department acquired a better understanding of the key points of the energy efficiency assessment report, which will serve as an effective drive for improving the quality of the energy efficiency assessment report developed by the Institute, and moreover, will offer an important impetus for pushing the overall strength of the Institute up to a new high.
