On January 6, the 1st session of the 5th staff congress of the Institute was solemnly held in the conference room on ground six, with 57 formal representatives present. ZHAO Yonghui (Vice Chairman in charge of industry, construction, agriculture, forestry and water conservancy of the Trade Union of the city), ZHANG Shanliang (Deputy Secretary of the Party Committee of the organs of the Municipal Bureau of Urban-Rural Planning) delivered speeches, congratulating the opening of the conference as well as confirming the achievements of the Institute of the previous year. WU Xiaokun chaired the conference. LIU Yumin, Vice President of the Institute, gave an opening speech.
Representatives at the conference elected members of the new presidium and listened to and discussed Administration Report by WANG Chunyan (President of the Institute), Operation and Production Plan for 2015 by YE Hongzhang (Vice President), Report on Final Financial Accounts of 2014 and Financial Budget for 2015 plus Proposal on Increase of Wage of Non-permanent Staff delivered by Director of Accounting Department.
President WANG summarized main work in 2014 of the Institute, covering record achievements, new markets, management innovation, corporate culture and Party construction. The report said that in 2014 all staff of the Institute, though facing complex macro-economic situation and sluggish market for survey and design, united as one and forged ahead by fulfilling all tasks with production as the core, reaching all targets of the year and tapping greater potential in all fields. WANG, while fully confirming all achievements of the previous year, pinpointed major weaknesses in work and analyzed new situation for further development before calling for greater efforts for the main tasks and overall strategy for 2015 now that the city and the Institute faced a one-in-hundred opportunities of integrated Beijing-Tianjin-Hebei Development, rapid rising of Bohai Sea Rim, incorporation into the national development of the coastal areas of Hebei Province as well as the World Garden Expo to be held in Tangshan in 2016.
The report stressed that in 2015 the Institute’s key task would be to fully implement the spirits of the 18th CPC National Congress and its 3rd and 4th Plenary Sessions and a series of conferences of the CPC Central Committee and the government of Hebei Province on economic development to be bolstered by the said opportunities, especially the province’s decision to promote the development of the coastal areas to one of a pole of growth. Specifically, the Institute would conduct the following three tasks in the coming year: building a learning Institute, serving the core overall strategy in an all-out way and implementing delicate management in addition to efforts to be made in seven tasks, namely, design of the building of scientific research and design, commencement of institutional reformation, full-scale and efficient operation of two platforms, cutting-edge design, 10% increase of salary of the full-time staff, founding of the Home of Staff and strengthening of R&D. All efforts would be aimed at realization of harmonious development of the Institute for perpetual prosperity.
All attendees at the conference conscientiously performed their duties, pooling ideas with a high awareness of ownership by proposing constructive suggestions regarding development of the Institute and issues concerned. Vice President YE gave explanations to all questions raised by attendees.
SONG Zehua, Vice-secretary of the Party Committee, delivered a closing speech, saying that the conference, with concerted efforts of all participants, successfully completed its agenda; the two reports and the plan of operation and production examined and adopted at the conference would signify great instructions for all tasks of 2015; all attendees, with a high awareness of ownership, posed valuable suggestions concerning operation/production, market exploration, scientific development, overall management, output value distribution, Party and Youth League activities. In conclusion, YE expressed his hope that all staff should have a clear understanding of the current situation, be confident in tackling difficulties and, with a dauntless spirit and unswerving perseverance, make unremitting efforts in implementation of all tasks in an orderly manner.
The conference called on all mid-level cadres to bear in mind and consider the overall situation, constantly improve management skills to lead all staff of the Institute in the chorus of “vitalizing the Institute with hard work”with full confidence and joint endeavor to grasp opportunities and pioneer with innovation in a bid to make greater contributions to fulfill all tasks in 2015.
