On February 7-8 and March 6, 2018, the institution-level assessment team, consisting of Secretary WANG Jianhua, vice presidents and members of General Affairs Office and Personnel Division, inspected production departments and management divisions, with a view to implement the annual primary level assessment on middle-level cadres for the year 2017.
Since the 19th National Congress of the Communist Party of China, comprehensively strengthening of Party discipline has been advanced on all dimensions. The key to strengthening Party discipline is managing cadres strictly. As middle-level cadres are the backbone of the whole Institute, the assessment on them has always been attached great importance.The assessment, an important part of annual assessment, aims to objectively and fairly evaluate the performance of middle-level cadres, collect the opinions or suggestions of employees on the directors of their units, and provide fundamental basis for the cadre force construction of the whole Institute.The assessment focused on finding out shortcomings of middle-level cadres in their work, as well as gathering proposals regarding supervisors and the Institute development. Three methods were used, including filling in the “Form of Democratic Evaluation on Middle-level Cadres” on the spot, talking with members of leading groups and employee representatives. In conversations, the interviewees not only expressed their ideas clearly, but also pointed out problemsdirectly. They put forward many pertinent opinions on the issues restricting the development of the whole Institute, such as quality control, personnel turnover, management refinement, professional training, business contracting and employees’ income.
After the assessment, the Party committee paid attention to applying the assessment results to practice. It not only took the assessment results as an important basis for the evaluation and appointment of cadres, but also organized the problems and suggestions involved into special reporting materials for the leading group to examine and address.
