On February 1, 2018, the Fourth Session of the Fifth Workers Congress of the Institute was held in the conference room on the sixth floor of Building C. A total of 52 formal representatives participated in the meeting. ZHAO Yonghui, Vice Chairman of Tangshan Trade Unions-Industry Construction Traffic Agriculture Forestry & Water Engineering, and ZHANG Shanliang, Deputy Party Secretary of Municipal Planning Bureau, were present and made remarks. They fully recognized of the achievements made by the Institute in the past year. The meeting was presided over by WU Xiaokun, head of the Institute’s Trade Union, with Vice President LI Shuanglai making the opening speech.
At the meeting, representatives deliberated over and approved the "Administrative Work Report" by President WANG Chunyan, "2018 Production Plan" by Vice President YE Hongzhang, “Report on Financial Final Settlement for 2017 and Financial Budget for 2018” by Division Director XUE Renjin and two proposals.
The work report made by President WANG comprehensively summarized the major work completed by the Institute in 2017 from six aspects: theoretical study, historic records, market development, innovation management, corporate culture and Party building. According to the report, over the year 2017, with the Party’s and administration’s leaders guiding the staff, the Institute pushed for further progress in operation and production by taking “fine management” as the main line, implementing the policy of “platform operation, data management, talent development, target incentives, restructuring & planning”, and circling around a range of opportunities, such as the Beijing-Tianjin-Hebei coordinated development, Xiong'an New District planning and construction and traffic network improvement engineering. At the same time, the Institute further boosted regular studies on the theoretical and practical issues of Party building, publicized and implemented the spirit of the 19th National Congress of the Communist Party of China and strengthened the construction of the Party's working style and a clean & honest administration, thereby achieving stable and sustainable development and successfully attaining various targets set at the beginning of the year. Other than affirming achievements, the report also presented existing major problems, analysis on the new development situation and general work ideas and key tasks deployment for 2018.
During the meeting, the representatives earnestly performed their duties. They centered on problems mattering to the Institute development and common workers, and proposed many constructive comments and suggestions. Vice-President YE, on behalf of the presidium of the congress, answered relevant questions.
